Sustainability assessment (SA) is a holistic and long-range strategic instrument capable of assisting policy-making in electing, and deciding upon, future development priorities. The outcomes of an SA process become more relevant and strengthened when conducted with multi-stakeholder engagement, which provides for multiple dialogues and perspectives. This was the object of research of the SA team in the context of BioScene (Scenarios for Reconciling Biodiversity Conservation with Declining Agriculture Use in Mountain Areas in Europe), a three-year project (2002–2005) funded by the European Union 5th Framework Program, which aimed to investigate the implications of agricultural restructuring and decline for biodiversity conservation in the mountain areas of Europe, using three distinct methodological streams: the ecological, the socio-economic, and the SA approaches. The SA approach drew on the previous two to assess the importance for biodiversity management of different scenarios of agri-environmental change and rural policy in six countries (France, Greece, Norway, Slovakia, Switzerland, and the United Kingdom), develop causal chains, include stakeholder views, and identify potential contributions for, or conflicts with, sustainability. This article tells how SA was used, what sustainability meant in each study area through different objectives of sustainability considered, discusses the methods used in SA, and the benefits arising. The SA was conducted by a team independent of any study area, who developed and oversaw the application of the SA methodology, assisting national teams, and developing a cross-country understanding of the sustainability of proposed scenarios in the different geographical and social contexts, and their implications for policy-making. Finally, it reflects on the persistent challenges of interdisciplinary research, compounded by multi-cultural teams, and concludes on the BioScene’s lessons for the further development and application of SA.

Indoor and outdoor ozone concentrations were measured from late May through October at three office buildings with very different ventilation rates. The indoor values closely tracked the outdoor values, and, depending on the ventilation rate, were 20 to 80 percent of those outdoors. The Indoor/outdoor data are adequately described with a mass balance model. The model can also be coupled with reported air exchange rates to estimate indoor/outdoor ratios for other structures. The results from this and previous studies indicate that Indoor concentrations are frequently a significant fraction of outdoor values. These observations, and the fact that most people spend greater than 90 percent of their time indoors, indicate that indoor ozone exposure (concentration × time) is greater than outdoor exposure for many people. Relatively Inexpensive strategies exist to reduce indoor ozone levels, and these could be implemented to reduce the public’s total ozone exposure.  相似文献

The natural microbial activity in the unsaturated soil is vital for protecting groundwater in areas where high loads of biodegradable contaminants are supplied to the surface, which usually is the case for airports using aircraft de-icing fluids (ADF) in the cold season. Horizontal and vertical distributions of microbial abundance were assessed along the western runway of Oslo Airport (Gardermoen, Norway) to monitor the effect of ADF dispersion with special reference to the component with the highest chemical oxygen demand (COD), propylene glycol (PG). Microbial abundance was evaluated by several biondicators: colony-forming units (CFU) of some physiological groups (aerobic and anaerobic heterotrophs and microscopic fungi), most probable numbers (MPN) of PG degraders, selected catabolic enzymatic activities (fluorescein diacetate (FDA) hydrolase, dehydrogenase, and β-glucosidase). High correlations were found between the enzymatic activities and microbial counts in vertical soil profiles. All microbial abundance indicators showed a steep drop in the first meter of soil depth. The vertical distribution of microbial abundance can be correlated by a decreasing exponential function of depth. The horizontal trend of microbial abundance (evaluated as total aerobic CFU, MPN of PG-degraders, and FDA hydrolase activity) assessed in the surface soil at an increasing distance from the runway is correlated negatively with the PG and COD loads, suggesting the relevance of other chemicals in the modulation of microbial growth. The possible role of potassium formate, component of runway de-icers, has been tested in the laboratory by using mixed cultures of Pseudomonas spp., obtained by enrichment with a selective PG medium from soil samples taken at the most contaminated area near the runway. The inhibitory effect of formate on the growth of PG degraders is proven by the reduction of biomass yield on PG in the presence of formate.  相似文献

In this paper we address two important aspects of micro-scale urban airflow model evaluation: (a) the identification of key flow features as dictated by the physics of the problem and as captured by the simulations, and (b) the comparison of important model output parameters (mean flows and fluctuations) with experimental data. A series of mesh-adaptive large eddy simulations (LES) was carried out for the study of air flows within two intersecting street canyons with varying building configurations. The novelty of the approach lies in the combination of LES with mesh adaptivity, which allows a variable-filter length and the implementation of an anisotropic eddy-viscosity model. Both coarse and fine-mesh simulations were carried out, using single and parallel-processor systems respectively. The simulations showed clearly that the expected flow patterns such as the street canyon recirculation and the street-mouth vortices, as well as the exchange of air flow at the street intersections, can readily be captured by the mesh-adaptive LES.In addition, the detailed comparisons of mean flows and fluctuations of the resolved velocity field with the measured data showed that the simulation results agreed well with the patterns and trends of the wind tunnel measurements. In most cases the finer-mesh simulations improved considerably the accuracy of the mean flows, especially for the symmetrical configuration. The improvement in the predicted fluctuations was less obvious, with several detector locations underpredicting the measured values, although the overall comparison was also satisfactory. The typical errors for the mean flows for all three building configurations were less than 30%, whilst for the velocity fluctuations less that 40%. Both the simulated means flows and turbulence levels were generally more accurate in the streets parallel to the wind (streamwise direction) than in the streets normal to the wind.  相似文献

ABSTRACT

While researchers have linked acute (less than 12-hr) ambient O3, PM25, and CO concentrations to a variety of adverse health effects, few studies have characterized short-term exposures to these air pollutants, in part due to the lack of sensitive, accurate, and precise sampling technologies. In this paper, we present results from the laboratory and field evaluation of several new (or modified) samplers used in the “roll-around” system (RAS), which was developed to measure 1-hr O3, PM25, and CO exposures simultaneously. All the field evaluation data were collected during two sampling seasons: the summer of 1998 and the winter of 1999.

To measure 1-hr O3 exposures, a new active O3 sampler was developed that uses two nitrite-coated filters to measure O3 concentrations. Laboratory chamber tests found that the active O3 sampler performed extremely well, with a collection efficiency of 0.96 that did not vary with temperature or relative humidity (RH). In field collocation comparisons with a reference UV photometric monitor, the active O3 sampler had an effective collection efficiency ranging between 0.92 and 0.96 and a precision for 1-hr measurements ranging between 4 and 6 parts per billion (ppb). The limits of detection (LOD) of this method were 9 ppb-hr for the chamber tests and ~16 ppb-hr for the field comparison tests.

PM2.5 and CO concentrations were measured using modified continuous monitors—the DustTrak and the Langan, respectively. A size-selective inlet and a Nafion dryer were placed upstream of the DustTrak inlet to remove particles with aerodynamic diameters greater than 2.5 um and to dry particles prior to the measurements, respectively. During the field validation tests, the DustTrak consistently reported higher PM2.5 concentrations than those obtained by the collocated 12-hr PM2 5 PEM samples, by approximately a factor of 2. After the DustTrak response was corrected (correction factor of 2.07 in the summer and 2.02 in the winter), measurements obtained using these methods agreed well with R2 values of 0.87 in the summer and 0.81 in the winter. The results showed that the DustTrak can be used along with integrated measurements to measure the temporal and spatial variation in PM2 5 exposures. Finally, during the field validation tests, CO concentrations measured using the Langan were strongly correlated with those obtained using the reference method when the CO levels were above the LOD of the instrument [~1 part per million (ppm)].  相似文献

Abstract

Acidic sulfate concentrations were measured in metropolitan Philadelphia during the summers of 1992 and 1993, as part of a continuing effort to characterize particle concentrations in urban environments. Sampling was performed simultaneously at eight sites located within and around metropolitan Philadelphia. Sites were selected based on their population density and on their distance and direction from the city center. Air pollution sampling was conducted every other day during the summer of 1992 and every day during the summer of 1993. All samples were collected for 24-h periods beginning at 9 a.m. (EDT). All acidic sulfate and ammonia samples were collected using modified Harvard-EPA Annular Denuder Systems (HEADS).

In this paper, we examine the spatial variation in acidic sulfate and ammonia concentrations within the metropolitan Philadelphia area. We also identify factors that may influence their variation and develop models to predict their concentrations. Outdoor sulfate (SO4 2?) concentrations were uniform within metropolitan Philadelphia; however, aerosol strong acidity (H+) concentrations varied spatially. This variation generally was independent of wind direction, but was related to local factors, such as the NH3 concentration, population density, and distance from the center of the city. Physico-chemical models, which were developed using data collected during the summer of 1992, were excellent predictors of 24-h and mean summertime H+ concentrations measured during the summer of 1993. Models accounted for 78% of the variation in 24-h H+ levels. Results suggest that a single stationary ambient (SAM) monitor would be sufficient to estimate SO4 2? exposures for populations living in Philadelphia. For H+, however, multiple monitoring sites or models should be used to determine the outdoor H+ exposures of populations living in urban environments, although a single SAM site may provide an excellent index of H+ variation over time.  相似文献

This article examines the recent revision of the Sphere Minimum Standards in disaster response relating to food security, nutrition and food aid. It describes how the revision attempted to incorporate the principles of the Humanitarian Charter, as well as relevant human rights principles and values into the Sphere Minimum Standards. The initial aim of the revision was to ensure that the Sphere Minimum Standards better reflected the principles embodied in the Humanitarian Charter. This was later broadened to ensure that key legal standards and principles from human rights and humanitarian law were considered and also incorporated, in part to fill the "protection gap" within the existing standards. In relation to the food security, nutrition and food aid standards, it was agreed by participants in the process that the human right to adequate food and freedom from hunger should be incorporated. In relation to more general principles underlying the Humanitarian Charter, itself drawn largely from human rights and humanitarian law, it was agreed that there was a need to strengthen "protection" elements within the standards and a need to incorporate the basic principles of the right to life with dignity, non-discrimination, impartiality and participation, as well as to explore the relevance of the concept of the progressive realisation of the right to food. The questions raised in linking rights to operational standards required thought, on the one hand, about whether the technical standards reflected a deep understanding of the values expressed within the legal instruments, and whether the existing standards were adequate in relation to those legal rights. On the other hand, it also required reflection on how operational standards like Sphere could give concrete content to human rights, such as the right to food and the right to be free from hunger. However, there remain challenges in examining what a rights-based approach will mean in terms of the role of humanitarian agencies as duty-bearers of rights, given that the primary responsibility rests with state governments. It will also require reflection on the modes and mechanisms of accountability that are brought to bear in ensuring the implementation of the Minimum Standards.  相似文献

PROBLEM: People with dizziness caused by vestibular (i.e., inner ear) disorders complain of difficulty driving. Physicians occasionally warn their patients with vestibular disorders not to drive. Few studies have asked patients about their driving performance, so little data are available. METHOD: Using the Driving Habits Questionnaire, the authors did structured interviews with people with several different vestibular disorders and with normal subjects. The self-reported crash rate and rate of citations for moving violations did not differ between the subject groups. RESULTS: Patients report reduced driving skills, particularly in situations when visual information is reduced, rapid head movements are used, and specific path integration or spatial navigation skills are needed.  相似文献
